There is this theory going around about why ghettos exist and what should be done about them. My immediate family as well as some friends have exposed me to this idea. It goes something like this: Ghettos are a natural product of capitalism and it is mostly inhabited by people who don’t have the capability to succeed in the economy. Differences in genetics do exist and the general result is that intelligent people have intelligent kids and less intelligent people have less intelligent kids. This tends to lead to intelligent people in the middle and upper class neighborhoods and less intelligent families in poor neighborhoods. However, there is social mobility and so there are plenty of rich black and white people spread throughout all social and economic groups.
