Mr. Senator my name is Neal Riggs, I am a Navajo from the state of Arizona. I live on the Navajo reservation east of flagstaff AZ. I wanted to ask you about BIA reform and small business on the Navajo reservation. we populate this country as citizens although we are sovern, and a small ethnic group. Our voice of concern is to the jobs of our small but important Nation. The Navajo Nation has a 73% unemployment rate. This rate is unacceptable off the reservation and in many other countries. The United States is sending millions of jobs to India and many other countries. My question is why is this allowed with in the US? Why are so many of our people so dependent on the US for econominic stability?
