forming an independent body that is capable of investigating these organizations more can be done to
Protect Children, Prevent Exploitation, and Prosecute Offenders. By sharing database information with
the government agencies and non-governmental agencies (NGOs), IOCC affiliates in Europe,
America, Africa, Asia, and the Middle East will work together to protect children. Mafias and organized
crime syndicates will have a harder time trafficking their cargos through countries or origin, transit, and
destination with the IOCC investigating their illicit activities. And with the database of missing and
exploited children being housed at the Royal Thai Police Headquarters in Bangkok, Thailand, affiliate
law enforcement agencies such as ICE, MI6, Interpol, and other local private investigative units and
NGOs will work closely together and provide access to real time intelligence to assist and compliment
the regional security efforts of the Royal Thai Police.
Operational Centres:
An operations centre of this kind already exists in Washington DC, and we are currently setting up a
tactical Operations Centre in the Balkans… Over the past 15 years the Balkans have been in the
spotlight of world media due to war, conflicts and embargoes. Due to these factors a dramatic
increase in organized criminal activity, with an almost militant posture, was noted. Currently the
situation, not just in the Balkans but also around the Globe, requires a rapid and continuous flow of
information. Additional operations centres could be housed in Peru, Columbia, Egypt, London, the
Philippines, India, Moscow, and New York.
International Operations Centres will assist and conduct investigations, develop intelligence, house and
manage media databases linked to child pornography, and assist in the retrieval and rehabilitation of
human trafficking victims, as well as the investigations and prosecutions of offenders.
