Look deeper into the fact that in 1930's Germany Hitler burned down the Reichstag (Parlament Building) and blamed it on terrorists. They then passed laws similar to the patriot act and started taking peoples rights away. The people were being taken to the camps because they were terrorists! The definition of terrorists is what expanded to things like the unemployed and the Jews.

The people can always be brought to the bidding of the leaders. That is easy.
