What does playing by the numbers mean when working with Federal minority regulations?

It means that white people are discriminated against by being turned down for something because not enough blacks, hispanics, ect are participating.

Our history in the south has gone from State power used to deny blacks equal rights to Federal power to deny equality to whites.

In other words the Federal Government has changed social relations into a numbers game. If your community doesn't have the same percentage of representation by race in all areas of communal life, then it is guilty of discrimination and is punishable by a federal mandate.

In this system, race is not neutral, it is all important. In fact it is more important than merit, work history, training, and experience. If the work force does not reflect the correct numbers of races then whites need not apply even if they are more qualified.
