Delaware legislators from both sides of the Red/Blue spectrum have proposed a new act that would amend the Delaware National Guard Educational Benefits program to provide funding for National Guard soldiers who wish to attend out-of-state colleges. But with an ever-increasing budget deficit to consider, will Delaware soldiers get an extended funding program...or will this bill get a dishonorable discharge?
