Concerned citizens from both ends of the ideological spectrum were on hand at the second day of hearings on two controversial measures in Georgia: HB1 and HR536. The combined effect of the two provisions -- legally defining a "person" beginning at the moment of conception, and providing the death penalty for the felony murder of any such life as broadly defined -- could have led to criminalizing popular forms of birth control which may interfere with uterine implantation.
