In 2001, West Virginia Governor Bob Wise proposed a scholarship program that would waive the tuition costs of West Virginia's public universities for students with a good academic standing. The PROMISE Scholarship caused a significant increase of college attendance in the state, and became very popular. Now, seven years later, Governor Joe Manchin has made his own proposal to change the scholarship in a big way -- making some rethink their definition of the word 'Promise'.
