Amy Frumin, an international affairs fellow at the Council on Foreign Relations and former USAID representative in Afghanistan, says Washington's approach to foreign assistance has been undermined by bureaucratic red-tape and poor coordination among government agencies. She says the next U.S. presidential administration will need to reorganize the way it delivers assistance overseas, especially in post-conflict zones.
