Last week I reported on a possible cut of FRAG (Florida Resident Access Grant), a program that gives Florida residents $3,000 a year to attend private schools in Florida. But one part of this issue struck me as something that needed special attention: a cut to FRAG would disproportionately burden minority students. Florida's historically black colleges and universities would be exempt from the cuts - but would this limit educational opportunities for minorities?
